1930s New Year's Eve Noisemaker Vintage Clowns Music Notes Rattle Instrument

This is a great old noisemaker from the 1930s made of metal with a wooden handle. It has musical notes and clowns playing instruments on the metal noisy part. I guess this could be for New Year's Eve, but the clowns make me think that it may have been for a child's party. It is in great condition.
